European Commission consults on State Aid for Research, Development & Innovation
On 8 April 2021, the European Commission launched a public consultation inviting all interested parties (including businesses) to comment on a proposed revision of the EU's State Aid Framework for Research, Development and Innovation (RD&I).
The RD&I Framework is aimed at facilitating RD&I activities which, due to market failure, would not otherwise occur under normal market conditions. Public support therefore steps in to provide support. Click here to view the current regime.
The European Commission says that it is aiming to simplify the regime and allow for more support for small and medium-sized enterprises. The changes seem welcome and not too dramatic on a first reading but it is important that businesses review the changes and consider their implications. There are changes to definitions and procedures. The regime which will be adopted now could set the framework for some years so it is important to get one's views in now.
The consultation is open until 3 June 2021. The Commission hopes to have the new RDI Framework in place in the second half of 2021. Details of the consultation can be viewed here and here.
