Draft ELTIF RTS
The European Commission adopted a Delegated Regulation supplementing Regulation (EU) 2015/760 as amended (ELTIF 2.0) with regulatory technical standards. These are subject to a three-month scrutiny period by the co-legislators, which may be extended by a further three months.

ESMA published two consultation papers related to the use of liquidity management tools (LMTs) by UCITS and open-ended AIFs. One concerning draft regulatory technical standards and the other concerning guidelines.

ESMA published an opinion on the sustainable finance regulatory framework, setting out possible long-term improvements.
The UK’s Overseas Funds Regime
The UK’s Financial Conduct Authority (FCA) published a policy statement relating to the Overseas Funds Regime (OFR). PS24/7 sets out feedback the FCA received in relation to CP23/26 and final rules and guidance necessary to implement the OFR. The new FCA Handbook rules and guidance will come into force on 31 July 2024.
